/Trials are designed, funded and run by the drug companies not the FDA.

Of course we understand what FDA is scoped to do. They also have an obligation to examine all trials processes , methods and to ask questions. I will leave it there, having been in the room while many such discussions/decisions were reviewed, Including reviews of previous trials-results. They obviously scruitinze how test/trials and methods are controlled, measured and validated. They very carefully do what they are told.
