My opinion is there are a few reasons!
MM’s are good at what they do and can take and hold a company down until the right news, deal, short squeeze or buyout no longer allows them to hold them down.
#1 naked short interest!
#2 not enough details on latest deals and team!
#3 no deal details of why the A/S was raised
I’ve seen many companies raise the A/S and use it to make the right deals and soar bigley!
Example compare RGBP to Aurora quite a few years back Aurora raised there A/S like RGBP did.
At the time they where trading in the pennies. Shareholders where furious until Once the deal was complete and they could announced the deals they where doing with those shares, the stock ran from pennies to over $12 dollars a share in a short period of time.
KOO’s needs to communicate what his intentions are but may not be able to until a deal is complete!
RGBP now has many patents including the recent human patent Lilly was waiting on when they started there ongoing Agreement!
Only Time will Tell where we go from here!
