If that fee wasn't paid and the time to pay it late expired too, then CRTG can stop all the research into their own version, and apply to obtain the CHS patent from the patent office?

Surely the fact that I am not a native speaker is the reason I don't understand that. If I nevertheless understood correctly I have to make two comments:
1. A patent office does not sell a patent if it's expired.
2. If a patent is expired, that's it; there will never be any protection for that patent.
And, by the way, another process still can be patented.
