I'm just reading your post, and I'm not sure if your just pulling somebody's leg.... If your not, 'blank page' in IE is just that, a way for you to open IE browser without waiting for it to load some overstuffed bloated macroplayer choked site. The blank allows the browser to open in seconds and then you input your website.
On Vista, you may want to find and read some unbiased information about the OS and the DRM impregnated guts of Vista. It's not pretty. Just do a search 'Vista DRM' and you have more than enough to make your decision.
