You may be in PG&E territory and contracted with a 'Time of Use' tariff. Under that type of plan, homeowners pay more for electricity used during the afternoon and early evening than later in the evening, night, mornings and weekends.

The average cost in the US is still a bit below 14 cents a kWh. California is one of the highest at ~20 cents average. Hawaii is over 30 cents. If you confirm your utility provider and give me your tariff, (it may be called electric schedule on the bill), I can review and explain how you're billed. Given the numbers you've sighted, you could be on the A-6 TOU residential tariff.
