Will Li stepping back facilitate defense contracts?

Now that we have a yank CEO maybe defense work can proceed? It strikes me that Li made sure to keep his share of LQMT ownership under 50%. Perhaps he is trying to avoid Chinese majority ownership so as to allow for some defense work?

Just a theory - anybody have any insight?
