I b was in construction when OSHA and the EPA first started. They initiated some very sound regulation.

Then NASA collapsed and there were many unemployed space engineers, out of work, with absolutely no experience in construction. Many were picked up by OSHA and the EPA. Things started getting squirrelly.

Then came Clinton. His Admin went completely ideologue. Especially the EPA
