During active trading, MMs sometimes pull from a pool of shares held by the institution to fill larger orders(both buy and sell)and then collect the shares back from the market across more trades. It was meant to provide stability to the market... to avoid extreme peaks and valleys... if only the creators of that idea for stablizing the market could see the animal its become. Not only are they not prevented, the extremes, but they are in fact fueled.
