Berman violated the Securities Industry regulations, when he was touting and personally misrepresenting DECN, without identifying himself as a Company insider. There is no limit to the number of times Berman can be cited for the violations. It comes as a bit of a shock, but the Teflon scammer, Keith Berman, has been silent in the name of self-preservation.

This type of scheme is also referred to as a "pump-and-dump" scheme, in which people use chat rooms and forums to spread false or fraudulent information concerning stocks. The intention is to force a price increase in those stocks—the pump, and then once the price reaches a certain level, they sell them off—the dump.
