Couple of points here: the Q is unaudited and doesn’t require the auditor’s sign-off or opinion as with the filing of the annual audit. The second is if the matter is not material, they could have submitted the quarterly at any time. Materiality is the governing principle.

There appears to be something else going on that they’re stalling on. I’m not concerned about this for the most part, but it is very curious.
