I just think DBMM management got lucky because of the poor presentation of the case, treating it like any other case, and forced to file a petition for review to cover their butts. Maybe the direction of the case was unusual, but the outcome may be the same. Some kind of hybrid final decision is the most likely outcome as stated by another poster. That is why it is taking so long. At some point it will be decided or back to court.
