It is clearly optional whether they announce and if they choose soft or hard lock at this stage also. They likely want to take it as far as possible to get to hard lock now, they may have already chosen soft lock and not announced it. It doesn’t matter if they declare soft lock today or Friday but it is probably preferred to convey more certainty than less. So if I were them, I’d try to PR only hard lock, until my preset deadline.
