You can't count someone as 'recovered' unless they were previously identified as infected. It's very probable that the vast majority of people infected by the Covid-19 strain of corona virus have not been identified and may never be.

If an individual happened to be a part of a population that was infected by previous rounds of corona viruses it may be that symptoms would be minimal to non-existent, as anti-bodies giving some degree of immunity would already be present in that individual.
