Perhaps the track isn't the entire concern. It could be that the owners of the horses have improperly shod their ponies.

Whatever the case, I doubt that ALL the owners find the track conditions unacceptable to let their thoroughbreds loose. The winner's circle will be occupied by the jockey that is best able to make race adjustments on the surface provided.
