I believe it means more effective then in the low dose cisplatin which was least effective.

"Phase2 results showed Brilacidin DECREASED incidence of severe OM in patients receiving more aggressive higher concentrations of cisplatin chemotherapy compared to lower concentrations. FDA approved a Phase3 trial for treatment in patients receiving higher concentration cisplatin. Decreased incidence in higher dose merits further testing with FDA on board supports that".
