Curious why a claim that had already been denied in a priority claim, please explain WHY IT WOULD HOLD MORE credibility even in a subordinate class?

If it held no value and was denied , it WAS DENIED, so what made it all of a sudden a credible claim and held value?

A claim is a CLAIM and if it was valid and had value it would have value no matter what class it was in imho
