Did you read the Transaction Code = A. on the Form 4.

A – Grant, award, or other acquisition

If the stock was purchased on the Open market or as a Private Placement it would have a Transaction Code of P.

P – Open market or private purchase of securities

Obviously the IR department was attempting to obfuscate the truth or they are clueless about securities.

I wouldn't waste my time contacting the IR department.
