there are strategies for banking that don't require the spending of $50 by the consumer. the other day, i saw a very low-tech way of solving the problem by having each on-line banking customer register the IP address of the computer(s) from which he or she did his banking... no tpm involved, no incremental cost involved. it's just a question of whether the banks are willing to increase on-line security for their customers.
