There is NO WAY for 13 to buy 400M.

2-4 on the board have 20-30M+ shares.

Carter has 900M+

Accredited investors have 100M+.

Plus, inventors and UOIP, Inc. (Rob's widow).

That's ~500M remaining at most.

UOIP has: Followers = 462

Plus, most regulars have at least 1, 2, 3, 4, 5M+.

It's as simple as grey market manipulation and brokers delaying an inevitable run.

It's been obvious they've been controlling the SP since hit the grey market.
