Published papers aren’t written by non-existent people or groups. And they definitely had a name: Phase V.
But you are correct about them being nebulous. They put up a smoke screen over their exact identity, and I don’t think anyone has figured out exactly who they are yet, though I suspect that day is coming. All we know is what they told us- that they are short NWBO. I fact checked everything they wrote that could be fact checked without a subpoena and they were all lies.
