So in summary PMCB being a 33 is exempted from any accountability to its SHs? Whether or not insiders or whoever by association owns a majority of the shares. Presumably in answer to my 2nd question, they could take it private for whatever PPS they wished.

Their gig are S3s, not S8s. Hire an outside firm to manage the share dump. The revenue going to pay for the insider salaries, funnel money to AN, and whatever is left is spent on R&D for show.
