Maybe NWBO was not told the final 31 were all put on treatment else it would ruin the blind.

In that case LG should have simply stated that NWBO was not given detailed information about the randomization of the trial including the status of the final 31. Since NWBO and LG were not given the relevant information, LG should not have stated that the final 31 were randomized appropriately and were not all placed in the treatment arm.
