That PR is dated 12/8/2015, which is before Cofer Black joined the nwbo Board of Directors. I am not aware of them even adding him to that committee, or disclosing his involvement in any investigation.

He operates covertly! (And quite slowly..)

No seriously, you may be right that it has never been stated explicitly that he has a direct role in the investigation.

But the implication is there, in what was said about his appointment:-
