1000s of companies and millions of investors know that companies on the junk exchanges issue shares illegally. That's why they choose to trade on the junk boards, little to no reporting means thay can get away with it.

Filings prove that billions of shares suddenly appeared just before the 2 RSs. Almost 6 billion in total. 1 for 1000 and 1 for 10,000 RSs took place immediately after the proper share count became public (actually announced in the same NRs). Easily proven by reading the filings in order.
