Profit is an elastic concept...it is a measure of how well you are meeting needs. If you get rid of "profit", providers have no incentive to improve their productivity. you could get rid of 'Profit" by paying everyone in the system more, for example. if you get rid of "profit" at pharma, you will get rid of all new drug development, which is driven by profit and why USA has most innovative pharma biotech sector.

Total revenues per procedure should be monitored to ensure lowest prices and highest efficiency. There is a mechanism for doing that, it is called the free market.

The problem in this country is we use insurance as a payment system instead of as insurance. Medical saving accounts are changing this.
