They dont have the factory capacity, financing or talent in place to bring the semi to market in the timeframe that Musk is touting. ... and that was before the recent cut in labor force.

... and delays means that Daimler, Volvo, BYD and others advance with their offerings.

BTW, BYD delivered it's first US built EV truck back in March of 2017.
So, in some regards Tesla is the one playing catch up. Any delays will be costly to Tesla.

It’s unclear how truly committed Tesla is to the truck project.

Tesla’s VP of Trucks, Jerome Guillen, is the only Tesla executive on LinkedIn to have any experience building class 8 trucks. He helped with new product development at Freightliner from 2002 to 2007. The rest of Tesla’s executive team have only helped build passenger vehicles:
