"At this time the new CUSIP 794016204 will not be made DTC (Depository Trust Company) eligible" ...so we have the dummy CUSIP 794CNT980 instead for now.

BigBake are you saying it's not possible for the new CUSIP to become DTC eligible at some point? If so, how did FTNW and DHCC re-register with the SEC after being revoked if there is no legal mechanism as you say?
