I believe Woodford's holdings are around 26 million shares, give or take, and they haven't changed in forever. And that's about the number of abstentions plus some.

Woodford's people have straight out said he didn't sign an NDA. But they also have stated that they may have come into possession of material information that they've deemed prohibits them from buying or selling until that information has been made public. Given the fact that he's done absolutely nothing with the stock, I'd strongly bet that this is the case with him, especially since that was the answer given when they were further probed about the NDA.
