Pure WAG conjecture here, but one hunch is that DA was possibly created to provide a subsidiary investing/trading avenue in the event the Strat was successfully deployed and utilized in the U.S. - more specifically with potential government contracts. The international/commercial side of the coin may have been focused on using Sanswire thereby essentially keeping two separate sets of books further confined under pertinent regulatory guidelines.
