Companies that no longer meet the requirements, or request to be removed, will be removed from OTCQX and OTCQB. Generally, those securities will begin trading on the Pink market. The only way to remove a company from the Pink market is for all of the broker-dealers to stop quoting it.
Here's my speculation why SIGO has not been changed yet to Pink market trading. Besides the annual fee, there are also monthly fees associated with being listed as/on OTCQB. If SIGO paid their fee(s) for February 2018, their listing on OTCQB will probably not be changed until the end of Feb. and they will then show up on March 1, 2018 as "Pink Tier" if their 10-K is not filed by then.
I do not follow listing changes on the OTCMarket so I can't cite any examples for you, but my speculation seems reasonable.
