I re-read your post and see that you tried System Restore to no avail --
All I can suggest is trying an earlier restore point...

If everything except the Chrome browser works fine, you could try downloading the free Opera browser. I have used that for over 9 months now.
I also have Chrome, Firefox and Internet Explorer (all working fine) on my machine but use Opera almost elusively.
