Here is SIGO's response to the loanrangers very astute observation regarding the confusing pr's about the licensing. I sent them an email not that long ago. Received this reply:

The press release was initially drafted prior to getting manufacturing license. We had expected the cultivation license on January 2 based on email from the State as such prepared the release. We received the manufacturing on January 4. Once we got the cultivation license we had to begin planting the empty bays we had which is what we have been focused on since Wednesday upon getting the license. We expected to send the PR on the license on monday but received a large number of emails asking about a pr for the license. As such, we asked our PR firm to release the cultivation release. It was a simple error of not going back and having them fix the wording regarding manufacturing since we were focused on getting 2400 plants planted in the bays.
