All of the recent insider buys @$9.28 inidicate a divy cut? Divy is usually announced around this time of the month, x date is when? Pay date is when?

the Board of Directors declared a monthly cash dividend for the month of December 2017. The dividend of $0.14 per share will be paid January 10, 2018,
