In my view, this is just to allow shareholders who are complaining and actually want to put their money, where their mouths are, the same opportunity that they said they wanted. I don't expect to see many actual retail shareholders to do much about it, now that their bluff has been called. I doubt this raises huge sums of money or dilutes immensely. This offering is magnanimous, but also calls out a lot of bluffers.
