Rather than blaming Missling and Co for holding up the show - they're having to deal with government bureaucrats and red tape in order to get the studies moving forward, so that's where the blame should be placed. From experience, dealing with bureaucratic boondoggles ain't a pretty picture.

Remember that these government agencies aren't necessarily there to do the right thing or to work in the people's best interest – they exist to build a very nice retirement fund for themselves. We've given these burdensome bureaucracies way too much control in our lives.
