You are totally correct. I have been talking to a close friend who is a contract lawyer and he said exactly what you posted. Also, he told me that the FCC has control over the asset because KK has 80% voting rights over the shareholders so the FCC is the oversite because of this situation. If you read the post that shoeglue posted , you will read that in the statement he attached.
