Samsung has everything to gain and little to lose by lying low. They have no need to sign with Idcc before the battle is fought between Nok and Idcc since they're not going to get better terms from Idcc now than if they wait till Idcc emerges victorious. On the other hand if Nok wins, they may not have to pay anything. They are quite content to let the two combatents have at each other while they stay on the sidelines.
