The company had to issue the shares to the note holding companies so they can sell them. So it is the company issuing shares to other companies, so yes they are selling them for debt. The fact that they are Preferred shares tells me that they were issued a few months ago. Selling Preferred shares usually have a 3-6 month wait before they can hit the open market.
