so why hasnt this happened yet?....since its been such a hot topic, there has been an excessive amount of corporate and institution activity on level 2. My best guess based on some dense research is because SPCL resides in safe harbor: slow conversions maybe because of volume requirements, there are pps requirements, a there are a shit ton of rules that need to be followed to get in the safe harbor.
