Yes all those good things happen after an impartial committee makes a first cut. Not before.

These guys are really into "fairness"

"Conflict of interest/fairness of opportunity — The DOE and the SBV Pilot Labs will broadly circulate the DOE Notice of Opportunity to the small business community in order to ensure fairness of opportunity."

They would not willingly collude with an applicant to guarantee a certain result in the selection process and violate the fairness of opportunity.
