Umm he said what the Doc said is a conflict of interest and it is not. And what he is referring to being a conflict of interest is not even what the Doc did. Ill post what I just posted to him because its obvious you and Bill understand the actual SBV process here is how some of it works:

the DOE and the labs work together and then and researcher from the lab is matched with the submitter to finalize statements etc. (i.e. the companies work with the lab to finalize their statements for their work and submits) Notice as I tried to tell Bill that the assigned researcher is not the same one that will be doing the actual testing if they are granted and win the DOE grant.

But regardless, all of this is irrelevant because the conflict of interest Bill is talking about never happened based on what he is claiming is from what the Doc said.
