You really don't get it.

What I SAID is that D'Couto was LYING about the National Lab making an agreement to assist him in getting the GRANT.

Because that would constitute a "conflict of interest" for the Lab.

All the things you are saying happen after the DOE makes the first cut with no labs involved.

From the SBV:
"Anticipated Review and Selection Schedule: The SBV team will employ a 3-phase review process.

Phase 1: An external (non-lab) merit review committee will review each RFA and make the first down-selection."

In D'Couto's PR he states that the lab was working with him months before he even applied, much less made the first Cut.

Get your timelines on when the Labs become involved straight.
