You are giving more credit to OTCM than they deserve. Their Tier change process is very haphazard. And since they don't want to piss of their paying clients they do things like CE's reluctantly when there is some clear requirement to do so, like the SEC making an inquiry or providing OTC with information. That is the type of thing they respond to...not some stuff from a promoter coming across their desk. Their "compliance department" is a joke and one only needs to look at the plethora of absolute garbage for financials that they "accept" to show someone as "current".
