It could depend on the legal meaning of "partner."
IBM hasn't mentioned MKRS either to my knowledge, and they have attorneys.
It could be an agreement to share Intellectual Property only and no cash exchange? But, even that should require an 8-K. It's a Condition Based Maintenance agreement.
National Security issue? But, as you said, Meaney is talking about it.
This is the second time Meaney has mentioned IBM. During the first GeoInvesting interview, March 2016, he mentioned the Navy and IBM in the context of airline traffic and airline parts via Lockheed. And in this most recent GeoInvesting interview Meaney said, "...we had an experience a while back where they (Navy) were trying to get with Lockheed for example to bring IBM into the program..."
