DonG, Crash, Nerd...it does appear that FSS should be on both sides of the issue. GTE on the other hand may be limited to the white label side depending upon the nature of the services they stand to offer. It could be that on the bank branded side, GTE is prohibited from sharing those ATM's while GTE provides a valued service on the white label side, in the absence of a branded bank. Don't ask for specific details because I don't have any, just speculating with a broad brush.
