I'm not an expert, but I believe your interpretation is mostly correct. Mexus is taking a non-traditional approach to mining in that it didn't feel the need to to as extensive drilling test to establish "proven reserves" per SEC Guide 7 rules. Since the mine is located in between several other producing mines the company felt it was a safe bet there was gold in the dirt.
As I understand it, since that Guide 7 report doesn't exist, Mexus can't claim it is a producing mine until it has recovered sufficient amounts of gold and can establish a baseline or results (e.g. grams per ton, ounces poured etc).
It's not so much the label of producer or explorer that will drive the share price per se, it is that data that is needed before we see a big rise in share price.
