As I understand it, since that Guide 7 report doesn't exist, Mexus can't claim it is a producing mine until it has recovered sufficient amounts of gold and can establish a baseline or results (e.g. grams per ton, ounces poured etc).
They would need to drill out the property, complete assays, and produce a full feasibility study, in order to achieve proven reserves.
