I don't see reason why Redman needs RS right now... uplist to big board needs time and money unless he already had a institutional investors lined up to buys shares...

If uplist will take time and money I don't see reason to do RS if you only had 93M OS with more than half owned by COMPANY.. Remember note conversion to issue shares..
