To be derailed long ago, doesn't that imply that there was a time before when it was "railed?"

I am not aware of there ever having been a time over the past twenty or so years when USEI enjoyed any degree of success.

If there's been a derailing, then wouldn't it have to have been a matter of success not to be defined in a traditional sense?
