In the article Chang says that the 125' long prototype is held down by orange SANDBAGS and is cordoned off with yellow tape. The white thing is not held down by anything; it is sitting there draped across sawhorses. There are orange cones, not sandbags, and they do not appear in the picture with the fin at all. Just hoses that appear to be inflating it with plain old air, hence the draped appearance. Therefore I do not believe that that is the prototype. I do believe she knows the difference between a sandbag and a cone, if and when there is a cone present.
